However, it should be emphasised that the locomotives in question will be used by railway operators throughout the country and beyond its borders. Therefore, the impact area of the Project should be defined as international.

The subject of the Project is to upgrade the ECTS system according to the 3.4.0 standard in four electric locomotives: one Vectron MS A01 electric locomotive and three Traxx MS2 locomotives. The vehicles will also be technically and legally adapted (i.e. they will have all the required certificates, approvals and full authorisations) for the operation and driving of freight trains in a specific area of Europe.

The main objective of the project is to modernise the Applicant’s rolling stock by equipping two types of vehicles with the ECTS system in accordance with standard min. 3.4.0.

Equipped with the latest systems, the vehicles will then be leased to entities operating in the field of rail transport in accordance with the current business model of the Applicant – CARGOUNIT, the largest locomotive leasing company in Central and Eastern Europe. The planned form of rental in the form of locomotive leasing is an attractive way of acquiring high-cost rolling stock and responds to the market needs observed by the Applicant. The implementation of the Project will allow CARGOUNIT to maintain and strengthen its leading position among companies specialising in the rental of locomotives for freight transport in the region and significantly strengthen its market position. Upgrading the standard of four electric locomotives intended for domestic and international use (all locomotives covered by the modernisation are multi-system, i.e.
adapted to operate in various electrical power supply systems) freight transport will have a positive impact on the development of this branch of transport, benefiting both carriers and the whole society, which also indirectly benefits from the increased use of rail transport.

  • in paper form – the report should be sent to the following address: CUPT, Plac Europejski 2, 00-844 Warsaw, with the note: ‘Report of irregularities’ on the envelope

  • verbally – by telephone at +48 532 357 393 or through direct meetings by prior appointment.

Principles guiding our consideration of submitted reports

1. Reports may be made anonymously – such reports will be investigated, but in the case of incomplete reports where it is not possible to contact the person making the report to obtain additional information, there is a risk that the report cannot be investigated.

2. All reports are protected from disclosure to unauthorised persons. The report will be received by a designated employee of the Control and Audit Department. The data of the reporting person is protected during and after the proceedings, and the persons reviewing the report refrain from identifying the person who submitted the report of irregularities anonymously.

3. All reports will be carefully considered in accordance with CUPT’s internal procedures and generally applicable laws.
